Ibn Taymiyyah rahimahullah was once asked: Who is better to lead the Ummah, a strong leader (some one who is skillful) but is not that righteous or a righteous who is not that strong as a leader? He replied: “A strong leader surrounded by righteous men (to advise him) is better.”
